"open PGP Desktop" will not open

I just finished installing PGP Desktop Professional 10.2.1      I can access the icon in the start bar, but when I click on "Open PGP destop" nothing happens. 

I was having this same issue with 10.2 and did a clean install of 10.2.1 to try and fix.  No luck. 

Any information will be helpful.
